NEW YORK, Dec. 5 — Microsoft Chairman Bill Gates, described by one congressman as a "modern-day Andrew Carnegie," has announced a donation of $12.3 million and $88 million in software by the computer giant to the Boys & Girls Clubs of America."It's a great time to be a kid," the billionaire businessman and philanthropist told youngsters Monday in the gymnasium of a Harlem Boys & Girls Club.
